Planning, Administration and Information Division (PAID) - (047) 252-4435/4155

The PAID provides over-all administrative, logistics, planning, and information support to the day-to-day operations and activities of the EC Department Head and technical staff.

Specifically, it is tasked to prepare the Department’s management plans and yearly budget as well as consolidate regular accomplishment reports of the different divisions, coordinate trainings/workshops and handle other HRD concerns.

PAID is in charge of the Center’s information management and leads in the maintenance of the Center’s Database system, Web Site, Library and Archive.

The Division also handles office upkeep, maintenance and improvement, prepare news and information for distribution to various media outlets, receive guests and business calls, keep and update the schedule of the Department Head’s meetings and appointments, distribute/file correspondences, and process documents relative to the travels of the Department Head and the technical staff. The Unit is also responsible for maintaining office supplies, facilities and equipment, including the conduct of physical assets inventory.

Policy and Monitoring Division (PMD) - (047) 252-4416

The PMD oversees the formulation of environmental policies and guidelines and in monitoring of existing locators during the construction and in the operations stage in their compliance to environmental standards based on the issued Environmental Compliance Certificate or submitted Environmental Mgmt Plans. It also leads the Department in responding to environmental hazard calls and pollution incident reports. To enforce environmental regulations, the Division initiates the issuance of Notice of Violations, warning letters and conducts hearings relative to such. It also handles the implementation of the SBMA’s waste management system and is likewise involved in project management and implementation.

Regulatory Permitting Division (RPD) - (047) 252-4059

The RPD leads in the issuance of environment-related and occupational safety and health permits and clearances such as tree-cutting/trimmings, movie shootings, fishing tournaments, and others, as well as the conduct of inspection prior to permit issuance. The Division directs the processing of project proposals and issues CNC (Certificate of Non-Coverage) or ECC (Environmental Compliance Certificate) to incoming and existing locators. It is also supervises the installation of pollution control devices (drainage construction, etc.).and leads in the evaluation of project proposals.

Environmental Protection and Community Devt. Division (EPCDD) - (047) 252-4656

The EPCDD is in-charge of monitoring ambient water, bio-physical and air quality within SBFZ. The Division conducts research and updates environmental statistics (water and air quality, flora & fauna, extent of pollution, etc.). The EPAD implements and manages biodiversity conservation programs (marine turtle conservation, bat counting and protection, forest fire prevention, ecotourism site enhancement, etc.) and manages forest and marine areas through the implementation of the Protected Areas Management Plan (PAMP). The Division, in coordination with the PMD and RPD, responds to hazard calls as needed. They also network with other environmental and research agencies.

The SDD is tasked to promote environmental awareness and initiate coordination and cooperation projects/programs with different stakeholders (adjacent communities, LGUs, NGOs/POs, PAPs, other SBMA departments, agencies, etc.). It implements the Social Fencing Program (innovative strategy to contain poaching and encroachment into Freeport territories) which involves monitoring of Community-Based Forest Management Agreements with five (5) community associations. It handles the development and implementation of social programs for communities within the SBFZ as well as conducts Information & Education Campaigns (IEC), socio-economic impacts and assessment of same.
(Under an Interim set-up, the EPAD and SDD have been merged to form the Environment Protection and Community Development Division (EPCDD). The Division Chief for the EPAD handles this Division with the combined functions of the two Divisions.)
