PROPOSED CONVERSION OF FACTORY BUILDING INTO SUBIC BAY CONVENTION AND TRADE CENTER

Project Description/Scope of Works:

The proposed Project shall include but not limited to application / securing of all permits, provision for project supervision, supply of all labor, materials, tools and equipment required for the PROPOSED CONVERSION OF FACTORY BUILDING INTO SUBIC BAY CONVENTION AND TRADE CENTER consisting of the construction of multi purpose halls including site works and parking grading preparations; removal of ceiling partitions, toilets, overhead water supply pipes, affected electrical devices and doors and windows; sealing of roof and water proofing of deck roof; repair / rehabilitation of acoustic ceiling including frames, fire suppression and alarm system including fire hose  cabinets, sprinkler system  and heat/smoke detectors; construction of new toilets and new entrance canopy; improvement of façade; provisions for dry and masonry walls, doors, floor finishes, railings; build up wall panels, metal framed acoustic ceiling, electrical fixtures, wiring, piping, breakers / panel boards and other devices, floors and ceiling mounted split type air-conditioning units; plumbing, painting and landscaping works and other incidentals necessary to complete the works.


  1. The Subic Bay Metropolitan Authority (SBMA), through its Corporate Budget for 2007 intends to apply the sum of Forty Five Million Four Hundred Thousand Pesos (Php 45.4 Million) being the Approved Budget for the Contract (ABC) to payments under the contract for the Proposed Conversion of Factory Building into Subic Bay Convention and Trade Center. Bids received in excess of the ABC shall be automatically rejected at Bid opening.


  2. The SBMA now calls for the submission of Letters of Intent (LOIs) and Application for Eligibility from potential Bidders to apply for eligibility for the Proposed Conversion of Factory Building into Subic Bay Convention and Trade Center. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids.


  3. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of RA 9184 and its Implementing Rules and Regulation (IRR).

  6. The BAC will issue to prospective bidders Eligibility Forms at the above address upon their submission of a LOI and Application for Eligibility, and upon their payment of a non-refundable fee of Two Thousand Pesos (Php2,000.00).


  7. A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon presentation of the Notice of Eligibility and upon payment of a non-refundable fee of Five Thousand Pesos (Php5,000.00).

  10. Completion of the Works is required by One Hundred and Fifteen  (115) calendar days from the date stated in the Notice to Proceed.


  11. The SBMA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, in accordance with the provisions of RA 9184 without thereby incurring any liability to the affected Bidder or Bidders.
