INVITATION TO APPLY FOR
ELIGIBILITY AND TO BID
ANNUAL PAVEMENT MAINTENANCE PROJECT within the Subic Bay Freeport Zone
The works to be undertaken under the contract shall consist of providing all labors, materials, permits, equipment and tools necessary to complete the Annual Pavement Maintenance Project and other related items of works to complete the project as fully described within the Contract Documents.
1. The Subic Bay Metropolitan Authority (SBMA), Subic Bay Freeport Zone (SBFZ), through the project allocated funds from SBMA Corporate Budget for the Fiscal Year 2007, intends to apply the sum of PhP 18 Million being the Approved Budget for Contract (ABC) to payments under the contract for ANNUAL PAVEMENT MAINTENANCE PROJECT within the Subic Bay Freeport Zone.
2. The Subic Bay Metropolitan Authority (SBMA), Subic Bay Freeport Zone (SBFZ) now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for the works to be undertaken under the contract shall consist of providing all labors, materials, permits, equipments and tools necessary to complete the Annual Pavement Maintenance Project and other related items of works to complete the project as fully described within the Contract Documents. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs on or before February 26, 2007, from 8:00 a.m. to 5:00 p.m. to –

and secure the Eligibility Documents therefrom, upon payment of a non-refundable fee of Php 2,000.00 to the SBMA Treasury Department. The Eligibility Document shall be received personally by the Interested Bidders or his duly authorized representative upon presentation of the LOI, original copy of valid contractor’s license by PCAB and submission of certified true copy. Applications for Eligibility will be evaluated on a non-discretionary “pass/fail” basis criteria and only contractor applicants passing all the minimum criteria listed on the Eligibility Data Sheet (EDS) and Qualification Information shall be eligible to bid for the said project. The last day for the submission of the accomplished Eligibility Documents shall be on March 06, 2007 up to 5:00 p.m. only at the above address.
Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents. The SBMA will inform all applicants on the result of their application.
3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act.” And is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
4. A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the address above and upon payment of a non refundable fee of Php 5,000.00. The Bidding Documents shall be received personally by the bidder or his authorized representative on or before the time and date as indicated on the Notice of Eligibility Letter.
5. While the Subic Bay Metropolitan Authority (SBMA) is open to all applications from qualified parties, SBMA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract in accordance with IRR-A Section 41 Reservation Clause of R.A. 9184.
