About Us
Office Services Department (OSD) is tasked to provide efficient service and assistance to SBMA departments/offices and Freeport locators in the issuance of IDs and the delivery of documents.  It has a total of 52 personnel assigned under two divisions, the Pass Issuance and Control Division (PICD) and the Auxiliary Services Division (ASD). 

The PICD implements a system for pass issuance to control and monitor the entry/exit of every individual entering the Freeport, in line with SBMA’s authority to secure its perimeter under Sec.12, paragraph h of RA 7227.

The ASD, on the other hand, handles the prompt and reliable distribution of documents and information to clients through mail services, facsimile transmission or personal delivery.

Vision

The OSD is committed to provide high quality services to all SBFZ entities through prompt distribution of documents and issuance of IDs in line with the Authority’s goal of transforming SBFZ into a first world eco-urban center.

Functions

  1. Helps provide control measures against illegal entry/exit of personnel and cargoes in the Freeport Zone;
  2. Maintains and further improve the proper and prompt issuance of IDs/passes to clients;
  3. Distributes documents/mails to various departments and other operating units of SBMA, SBFZ locators, and government offices outside the Freeport;
  4. Maintains records and ensure quick retrieval of records when needed;
  5. Imparts quality procedures to all SBMA departments and agencies involved in the documentation of issuance of individual gate pass and distribution of documents;
  6. Maintains harmonious working relationship with other offices in the Freeport Zone (SBMA departments and other companies in the zone);
  7. Mails the documents via SBMA Post Office and/or Air21000/FedEx; and
  8. Files all the documents received by ASD from the different SBMA departments, locators, and other government agencies.

  1. Pass Issuance and Control Division (PICD)
    1. I am a Freeport resident and have invited friends to stay for the weekend. Do I have to request a temporary ID for their entry?
    2.                                                                                   
      No pass is required.  The resident shall coordinate the details of the arrival of visitors with the Law Enforcement Department.   If the visitor has an authorization letter issued by the resident, it can be presented to the LED personnel at the housing sentry.  LED may be reached at the following contact numbers:

    3. I need to be in the bank located inside the Freeport at 9AM. How can I secure a pass if passes are not given until 10AM?             
    4. You can secure an endorsement letter from the bank addressed to the SBMA Office Services Department (OSD), certifying that you are its client. A pass will be issued upon presentation of the endorsement letter.

    5. I am a new employee hired directly by a company inside the Freeport. How can I enter the SBF premises?
    6. Your employer shall request an endorsement for the issuance of PASS/ID from the SBMA Labor Department. The Labor Department shall forward said endorsement to the OSD for processing.

    7. I am a Freeport resident and want some items bought outside the Freeport delivered to my house.
    8. The delivery man/driver must present to the Pass Window Office at any SBFZ gates the following requirements:

      • Delivery receipt
      • Valid driver’s license
      • Vehicle registration

    9. What are the requirements in securing a laminated pass and/or a computerized ID?
    10. a. The following are the requirements for the issuance of LAMINATED PASS:

      If applicant is an employee of Contractor/Locator
      • Endorsement from Labor Center
      • Expired Pass/ ID (if request is for renewal)
      • PHP35 (to be paid at the Cashier window)
      • PICD checks the validity of the company’s Certificate of Registration/Accreditation

      If applicant is a student of any school/college within SBFZ
      • Request from school/college administration
      • Accomplished Information Sheets
      • P35 (to be paid at the Cashier window)

      If applicant is an SBMA Contractual employee
      • Request from the concerned Human Resource Management Department

      b. The following are the requirements for issuance of COMPUTERIZED ID:

      If applicant is an employee of any Contractor/Locator
      • Endorsement from Labor Center
      • Expired Pass/ ID (if request is for renewal)
      • P200 ( initial issuance & renewal of computerized ID)
      • Certificate of Attendance to Labor Workforce Orientation (initial issuance of Computerized ID)
      • PICD checks the validity of the company’s Certificate of Registration/Accreditation

  2. Auxiliary Services Division (ASD) – For SBMA Only
    1. How do I send mails/parcels thru FEDEX AIR 2100 and Subic Post Office?
    2. Thru Federal Express Air2100, Inc.
      All documents must be received at the ASD office before 2:00 o’clock in the afternoon.  ASD staff will prepare an airway bill charged to SBMA Account and ensure that said document will be received by the FedEx Air 2100 courier men.  In addition, ASD staff also monitors the delivery of documents and ensure print-outs of the tracking record of said documents for record purposes.

      Thru Post Office
      All registered mail must be received at the ASD office before 4:00 o’clock in the afternoon.  ASD staff will send the said documents at the Post Office on the same day and ensure registry receipt for tracking purposes.

    3. How do I receive mails/parcels via other courier services (i.e. LBC, FedEx Air2100, 2Go, etc.)?
    4. Via other courier services (i.e. LBC, DHL, 2Go, etc.)
      All mails/parcels received at the ASD office before 3:00 p.m. are delivered by the ASD staff within the day.  The ASD staff ensures receiving copy of said documents for record purposes and other inquiry.

      Via Post Office
      All mails/parcels received at the ASD office are encoded prior to delivery to the addressee. The ASD staff ensures receiving copies of said documents are kept for record purposes and future inquiries.

    5. How does ASD deliver documents?
    6. Documents/memoranda addressed to all SBMA departments

      All documents/memorandum received at the ASD office before 3:00 p.m. are routed on the same day.  Document/memoranda for all departments located at Bldg. 229 and Bldg. 255 are hand-carried.  Those departments not located in the said buildings receive their copies thru facsimile for documents containing not more than three (3) pages, while documents containing more than four (4) pages are hand-carried.

    7. Documents such as proof of service, demand letters, labor bulletins, job announcements, etc. addressed to all concerned offices and SBF locators
    8. All documents/memorandum received at the ASD staff before noon are routed on the same day.   Proof of service, demand letter, and other pertinent documents are hand carried by the ASD staff.  On the other hand, Labor Bulletins and Job Announcements are delivered through facsimile and electronic mail.  ASD staff ensures copy of fax transmittal of said documents for record purposes and other inquiry.

    9. Does OSD handle daily deliveries of newspapers?
    10. Only newspapers addressed to departments/offices located at Bldgs. 229 and 255 are delivered by the ASD staff.  Messengers or newspaper couriers are responsible for the delivery of newspapers to other clients/subscribers.

    11. Can I request retrieval of a particular document/memorandum/office order?
    12. The retrieval of a particular document is possible only if complete details of the document to be retrieved (i.e., date of receipt, date of memorandum, subject, addressee, name of sender, or from which department the document has originated) can be given or provided.
