General Restrictions

  • The entry and presence of dangerous cargoes in the port areas and any consequential handling should be controlled to ensure the general safety of the area - the containment of the cargoes, the safety of people in the port area and the protection of the environment.
  • No dockworker shall be permitted to work in holds, containers or in enclosed spaces which have been fumigated without protective equipment. A port official has the authority to certify safe entry to the area. Furthermore, no dockworker shall be allowed to work alone in such places.
  • No dangerous goods shall be brought to the SBMA port unless such goods are declared and adequately described in the Import Manifest. Essential pre-requisite for the safety of transport and handling of dangerous cargo includes having proper identification, marking, packing, liability and documentation in accordance with the IMO's International Maritime Dangerous Goods Code. Such certificate or declaration shall indicate the correct technical name or identity of the goods and its classification.
  • No defective package/container carrying dangerous goods shall be imported to the SBMA Seaport without clearance from the Authority.
  • No dangerous goods shall be loaded or discharged between the hours of 7:00am to 5:00pm without permission from the Authority.
  • No vessel with explosives or dangerous goods on board shall remain alongside any other physical landing without clearance from the Authority.
