CONSULTANCY SERVICES FOR THE DESIGN AND RE-DEVELOPMENT OF
WEBSITES FOR SUBIC BAY METROPOLITAN AUTHORITY (SBMA)
AND SUBIC BAY INTERNATIONAL AIRPORT
Consultancy Services for the Design and Re-development of Websites for Subic Bay Metropolitan Authority (SBMA) and Subic Bay International Airport (SBIA). Cognizant to the fact that the Internet/Web has become a strategic tool in business, the SBMA wishes to tap and maximize the use of this resource in the achievement of organizational objectives. Both the SBMA website and separate SBIA website shall be used as a new marketing channel to support promotional efforts to attract local and foreign investors and tourists inside the Freeport and provide easy access to information that is useful and of interest to them.
- The Subic Bay Metropolitan Authority (SBMA), through the project allocated funds from SBMA Corporate Budget for the Fiscal Year 2008 intends to apply the sum of Php 1 Million being the Approved Budget for the Contract (ABC) to payments under the contract for Consultancy Services for the Design and Re-development of Websites for Subic Bay Metropolitan Authority (SBMA) and Subic Bay International Airport. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
- The Subic Bay Metropolitan Authority (SBMA) now calls for the submission of Letters of Intent (LOI’s) from potential bidders to apply for eligibility and short listing for Design and Re-development of Websites for Subic Bay Metropolitan Authority (SBMA) and Subic Bay International Airport. Interested consultants must submit their LOIs on or before March 7, 2008 from 8:00 a.m. to 5:00 p.m.at:

and secure the Eligibility Documents therefrom upon payment of non-refundable amount of Two Thousand Pesos (Php 2,000.00) to the SBMA Treasury Department at Bldg. 229, Waterfront Road, Central Business District, Subic Bay Freeport Zone. Applications for eligibility will be evaluated by examining the completeness of each prospective bidder’s submitted eligibility statements against a checklist of requirements using a non-discretionary “pass/fail” criteria, as stated in the Invitation to Apply for Eligibility and to Bid (IAEB) , and shall be determined as either “eligible” or “ineligible”. The last day for the submission of the accomplished Eligibility Documents shall be on March 12, 2008 up to 5:00 p.m. only at the abovementioned office address.
The Procuring Entity’s BAC will open the envelopes containing the Eligibility Documents in the presence of the prospective Bidders authorized representative(s) who choose to attend on March 18, 2008 starting 2:00 p.m. at PPMD conference Room, 2nd Floor, Bldg. 255, Barryman Road, Subic Bay Freeport Zone.
- The BAC shall draw up the short list of consultants from those who have submitted Letter of Intent (LOI)and have been determined as eligible both in accordance with the provisions of Republic Act 9184 (R.A. 9184) and its Implementing Rules and Regulations Part A (IRR-A). Only five (5) eligible bidders shall make up the short list. Only those that are short listed will be entitled to submit bids. The criteria and rating system for short listing are:
- Experience of Consultant(s), Qualification and Number of personnel and current workload.
- The evaluation procedure to be adopted is Quality-Cost Based Evaluation (QCBE).
- The criteria and rating system for the evaluation of bids shall be provided in the Bidding Documents.
- Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), and is restricted, unless otherwise stated, Filipino citizens or organizations with at least sixty percent (60%) interest belonging to citizens of the Philippines. Bid documents will be available only to short listed bidders upon payment of non-refundable amount of Five Thousand Pesos (Php 5,000.00) to the SBMA Treasury Department at Bldg. 229, Waterfront Road, Central Business District, Subic Bay Freeport Zone.

- The contract shall be completed within sixty (60) days or two (2) months from receipt of Notice of Award (NOA) and Notice to Proceed (NTP).
- The Subic Bay Metropolitan Authority reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
